A masterplan proposal for an educational, medical, tourism, sports and hospitality precinct transforming Cape Coast and Elmina into internationally competitive eco-tourism destinations.
The Cape Coast "Green" City proposal (March 2019) sets out a master-planned development for Ghana's historic first capital, organised under three hubs: Wellness, Recreation & Tourism; Academic, Health & Research; and Government & Business.
MAMDEV Ghana Ltd is named anchor developer and lead consultant, alongside foreign consortium partners, with contracting support envisaged from 48 Engineers Regiment (Ghana Army) and local/foreign partners. The proposal was formally presented to H.E. President Nana Addo Dankwa Akufo-Addo at Jubilee House on 22 May 2019 by the CEO of the Ghana Investment Promotion Centre (GIPC) and chiefs of the Central Region.
Main deliverables identified in the executive summary include a marina, fishing wharf and mini-port at Fosu Lagoon; dredging of the Kakum river basin for kayaking; an international airport for wide-bodied jets; a convention centre; an arts and craft village; a museum; a multi-venue sport village; hotels across three-, four- and five-star categories plus a budget hotel; a residential enclave; a city-centre shopping mall; a modern hospital with staff accommodation; a new palace for the Cape Coast traditional ruler; and rehabilitation of existing hospitals, forts and castles.
The executive summary's indicative cost schedule totals a gross US$4.14 billion across the listed components and infrastructure, rising to a grand total of approximately US$5.86 billion after preliminaries, contingencies and consultancy fees.
